How much of your lot can be concrete?

In the City's single-family and two-family zoning districts, concrete counts toward a 50 percent cap on impervious area. Roofs, sidewalks and parking lots count too, by the code's definition.

Say your lot is 10,000 sq ft. The roof, driveway, walks and concrete patio together get 5,000 sq ft.

The City's lot-coverage worksheet goes in with the permit application. It takes your existing coverage from the Property Appraiser's website, plus your driveway and anything new.

Those distances come off your survey. The City's permit checklist asks for a site plan or survey "showing setbacks, easements, and flood info if applicable."

Adding concrete, or fixing what's there?

Adds hard surface: a new or wider driveway, a patio or a pool deck. So do a slab for a shed, RV or parking pad, a walkway, and a stamped finish on new concrete.

Driveway permits, and Florida's new small-job exemption

Driveways are on the City's permit list. Start without one and work "must stop until permits are obtained," the City's FAQ says.

Since July 1, 2026, state law lets single-family owners request a permit exemption for some small jobs. The City's request form sets the terms:

  • The home sits outside a designated flood hazard area.
  • Labor and materials total less than $7,500.
  • There's no structural, electrical, plumbing, mechanical or gas work.
  • The job isn't split up to get under the limit.

You need written approval before work starts, and no after-the-fact permit will be issued later, even if a buyer asks. Zoning rules still apply.

After the pour: the storm drain and the upkeep

Satellite Beach's storm drains flow into the Banana River Lagoon, and that water does "not go to a treatment facility," says the City's stormwater page. Construction materials count as illicit discharges. Ask any contractor where rinse water goes.

Later, City Code wants paved areas "free of potholes and other deterioration." Cracked or sunken? We'll tell you if it's a repair or a replacement.

Does a pool deck count toward the impervious limit?

The pool itself is exempt from the percentage. The deck isn't: the City's lot-coverage worksheet lists pool decks as impervious.

Can a concrete patio go right up to the canal?

No. City Code puts uncovered patios at least ten feet back from any canal shoreline or bulkhead.

Can I act as my own contractor in Satellite Beach?

On your primary residence, yes. You sign the permit and an Owner–Builder Disclosure Statement in person, and code compliance becomes your responsibility.
