What does the City of Cocoa require?

  • Driveways. "Any driveway" needs a permit, per the City's Building FAQ. (City of Cocoa FAQ)
  • Listed permit types. "Driveway (concrete/asphalt only)" and "Slab (concrete/asphalt only)." (Building & Permitting)
  • Call Planning and Zoning first for a new slab that isn't a driveway, or for widening a driveway. Widening also needs a Public Works driveway permit. (City permitting portal)
  • Owner-builders must sign the City's disclosure affidavit in person at the Building Division. Property owned by a corporation or LLC can't use it. (Building & Permitting)

Is that broken sidewalk the City's to fix?

Sometimes. The City of Cocoa says a public sidewalk panel pushed up by tree roots is a priority on its maintenance list. A panel that's only cracked is cosmetic and doesn't need immediate attention. To report one, call Public Works at 321-433-8770. (City of Cocoa FAQ)

Cocoa Beach and the beachside: who's responsible for the permit?

Cocoa Beach is its own city, with its own Building Division and its own rules. The biggest difference is who answers for the permit.

  • What needs one. Driveways and curb cuts, and concrete slabs and patios, are on the City's permit list. (Building Division)
  • The owner is responsible. The City says property owners, "not the contractor," are ultimately responsible for getting permits, and owners may be cited.
  • Starting early costs double. Work without a permit gets a cease-work order, and at minimum twice the normal permit fee. (Cocoa Beach FAQ)
  • More than one approval. Before a building permit, the building official can require right-of-way or driveway permits, or the city engineer's approval. (Code Sec. 6-4)

In both cities, a driveway onto a state road, like US-1 or SR 528, needs an FDOT connection permit on top of city permits. (Rule 14-96.003, F.A.C.)
